Major Victory: UCON-Laborers (N. CA) Landscape Agreement Now Sets Prevailing Wage Rates In Northern California
Thanks to the data submitted by contractors signatory to the Laborers (N. CA) Landscape Agreement, UCON and NCDCL successfully demonstrated that the Laborers' 2022-2027 Landscape/Irrigation Site Work Agreement should be the basis for determining the rates in 36 counties: Alameda, Alpine, Amador, Butte, Calaveras, Colusa, Contra Costa, Del Norte, El Dorado, Glenn, Humboldt, Lassen, Merced, Modoc, Monterey, Napa, Nevada, Placer, Plumas, Sacramento, San Joaquin, San Mateo, Santa Clara, Santa Cruz, Solano, San Benito, Shasta, Sierra, Siskiyou, Stanislaus, Sutter, Tehama, Trinity, Tuolomne, Yolo, and Yuba.
Prevailing in the wage survey eliminates the UA tech classifications for the prevailing wage in those 36 counties, replacing them with the Laborers tech classifications/rates, thus making Laborers signatory contractors more competitive in those counties. Owning the rates for those counties will also enable Landscape contractors to eventually bring parity across the 46 Northern California counties. Read the letter from the DIR.
U.A. Local 355 ("Plumbers") will continue to determine the rates for Fresno, Kings, Mariposa, and Tulare counties.
The DIR has issued a notice to reflect the results of the area practices investigation as stated above. In addition, a new determination has been issued for the 36 counties where the Laborers CBA prevailed based on the Laborers Landscape/Irrigation Site Work CBA, and the Plumber rates will no longer be used as a basis for the landscaper pipefitter classifications in these 36 counties.
